Isaac Ouwater specialized in highly detailed townscapes. He lived and worked in Amsterdam, but regularly visited other towns to make sketches, which he worked out in detail on his return. His paintings of the Utrecht townscape include two of the most important government buildings: the town hall, which stood on Town Hall Bridge; and the Statenkamer, which was the seat of the provincial government. The Dom Tower is visible in both works.
